Exactly, he was aiming for Raikage, not the Samurai
Yeah he was, therefore the attack was concentrated. This is the same for Gaara's sand and naruto's v1 cloak, amaterasu failed to burn both despite it being inteded for them. Sasuke himself said the attack was no more than a nuisance for the later.

If it was meant for somebody else how tf would it be concentrated on something that it wasn't intended to hit???? He was aiming for Raikage, Raikage dodges it and it hits Samurai that Sasuke didn't intend on killing unless they got in his way. And with Gaara's Sand, he again is aiming for Raikage and Gaara sends his sand to intercept it, he again was not intending on the sand getting hit, therefore not focusing on the sand either.
Making excuses. He intended to hit the raikage and the raikage dodged, the attack was fully powered. Are you saying that techniques somehow get weaker when dodged? Don't be ridiculous.
No I'm saying Amaterasu burns faster if hitting the intended target
