Firstly, Sasuke didn't use ALL of the 9 bijuus' chakra. He only used a portion of their chakra. Are you really dumb enough to believe that Indra's Arrow was produced using the entire reserves of all 9 bijuus' chakra?

Secondly, Sasuke merged the 9 bijuus' chakra to form the Juubi's chakra, a portion of it to be precise. And that is the same chakra as Sasuke's own Six Paths chakra, which Sasuke had run out of at that time.

Thirdly, this "exhausted" excuse is crap. Performing ninjutsu has no relation to whether you're exhausted or not. The power and quantity of chakra is all that matters, which Naruto had sufficient.

Fourthly, Naruto's Avatar was empowered by all natural energy around. So of course it had the power to counter Sasuke's bijuu's chakra enhanced attack.

As far as chakra power Sasuke's has rikudou chakra which is beyond bijuu level. As far as quantity Sasuke is able to get to Momo's home planet without his eye powers waning. Momoshiki from what I heard had to consume all of his chakra pills (including the ones extracted by draining the Hachibi) in order to perform that feat. :|
