Smoker can't hit him with the sea stone stick with him using mantra, this dude completely fodderized luffy with mantra if people actually looked back at tje fight and thus unless smoker has some way to attack randomly without thinking, that country level CoO won't break, and so enel would win by outlasting or just hitting the physical parts (his fists for example) of smokers body

What is smoker's smoke made of? can enel affect it- lightning isn't purely physical you know, it has very high temperature. Then there is seastone staff and CoO which negs it's effect. Not enough info, I am giving it to enel though.

Like I said by either outlasting which would be a piece of cake with his mantra or just attacking when smoker isn't noticing it aka when he is in his physical form, logia can be touched when they're not reafy, just look at how luffy went straight into smoker back in alabasta

Well Enel would realise they both r intangible and so attacking straightforward is useless(especially so for smoker coz of CoO) so basically with his speed Enel would just lightning-port away then use attacks such as the one he used to kill trespassers on upper yard, quickly attacking just after appearing would work too as Smoker don't got Observation. Anyhow this is a very lengthy and boring battle but I put my money on Enel(then come back 14days later to collect).
As for the jitte well Smoker wld probably land a couple of hits but as soon as Enel knows about it then its usefulness diminishes and even in the highly unlikely event that in the first couple of hits(with the jitte) Smoker knocks out Enel the guy wld still get back up coz of his self difribulator tech.

So Enel high(but boring) diff.
