Yes, Sasuke or Madara's Shinra Tensei will be INCREDIBLY
powerful. It will be exponentially stronger than Pain's ST (which demolished a village) and will rival or even outclass the strongest single TBB we've seen presumably.
madara should be able to do it at least 5 times bigger than nagatos, but i am not sure about sasuke.
Adult Sasuke's ST will be the strongest of any.

JJ Madara's ST would definitely do more significant dmg, though i don't think it'd really be on a continental lvl. Sasuke's definitely wouldn't be continental if he had it, considering the fact that he only has 1 Rinnegan. I tremendously doubt that even his adult version has the chakra to use ST on that kind of scale.
I'm amazed that people still don't understand the difference between 1 regular Rinnegan and 1 Tomoe Rinnegan ^^^.
That would be like me saying Naruto can only make simple structures with his TSB like balls, platforms, and rods. Naruto never showed he was capable of anything else so therefore that must be all the control he can muster by your logic

OT: Nagato was on a higher level than Pain so I think Edo Nagato could desolate at least a village and a half. Alive Nagato 2 villages, Sasuke maybe twice that scale, Madara country +

It's pure speculation to say how powerful shinra tensei is if it were used by sasuke or madara.
Yes, you're right. But by considering the difference in power of other related and comparable jutsus of Nagato and Madara respectively and then drawing a correspondence with ST, AND by the concluding the difference in the amount and power of their chakra from other jutsus, a speculation about Sasuke or Madara's ST won't be very far from accurate.
