There is honestly a third option in this situation, that being it was the age of Obito's self image.

Some people believe in a self-image type of afterlife where you look the way you envision yourself as. So Obito, knowing Rin died at 13, had a 13 year old self image of himself that whole time. That could be what came out in this afterlife scene.
