Well He didnt become Hokage to make economical or political progress for Konoha. What he did for konoha, he did before he became one, and he did more than any other hokage.

He wanted to become Hokage to be known by other, which he accomplished

Nagato, Obitio, and Madara did that. The last time I check, none of the other kages acknowledged Naruto before the war. Raikage would've killed him if he were faster than chakra Naruto.

Madara was the trigger for all this, but Naruto and Sasuke is the reason it works, why? Because they know how messed up the previous system was, and the new kages reallized that too. Naruto keeps the kages together, He makes summits often enough so they communication and the trust between the villages won't fade away. Madara might was the trigger but it wasn't Madara himself it could be anyone who whould be a huge threat to the shinobi world.

Hokages are strongest, acknowledged, honoured shinobi, being one in itself is an achievement. Also we can't know how much Naruto can do unless he is met with equivalent threat pushing him to his limits, for now he maintained peace and brought together the villages.

Very interesting way to look at the situation. I agree though, most of his accomplishments came before the actual inauguration

Kakashi ushered the Hidden Leaf into thee 21st century and Naruto kept them on that path. According to the novel, he sanctioned that division that deciphered that scroll that even Sasuke's rinnegan couldn't. And he sanctioned the development of new technology that Boruto used to cheat in the chunnin exams with....Naruto was cool with the technology, just not its use in the exams.....etc.

Without chapters describing his reign as Hokage, its all guess work. We can see that he expanded and advanced the village into the modern age. Additionally, he not only maintained but progressed inter-village relations past the point of any other Hokage. Lastly, he was instrumental in bringing in the new Shin army making Konoha an even bigger powerhouse.

Madara brought the world together through fear and false dreams.

Naruto brought the world together by conveying his feelings through Ino's Jutsu. They were linked to him and for that brief moment everyone understood how he felt along with everyone else. Because of that a long lasting era of peace was brought to the the shinobi world. He accomplished what Jiraiya and Minato set out to do: For everyone to truly understand one another.

Even Sasuke came to understand him. Also.....Did you see that huge city behind Kanoha? That wasn't there during the other Kages' reign. lol. What did Naruto accomplish as Hokage he asks....
