Imo, Totsuka is just Itachi applying Genjutsu to his sword, same as Sasuke applies Enton to his sword/arrows, or how Kakashi applies Kamui to his Shuriken. Sasuke has different MS abilities, hence different Susano'o properties. Itachi is just a Genjutsu type.
