All Rinnegans can open dimensions?

People assumed Momoshiki could dimension hop by himself but in fact he stated that he needed the pills to increase his chakra in order to travel through dimensions. So would that mean all Rinnegans could open dimensions if one mastered their Rinnegan and increase their chakra pool/strength? It would make sense since adult Sasuke attained that ability after his chakra has substantially increased over the years, add to the fact that Momoshiki needed pills to help him use it.

Nope only sasuke for all we know and kaguya but she used a sharinnegan

Hard to say. The rinnegans we've seen actually do it weren't standard rinnegans. Momo's is red, Sasuke's has tomo's, kaguya's is kaguya's

Possibly, but the only Rinnegans who've opened dimensions are unique ones - Kaguya's RinneSharingan, Sasuke's 6T Rinnegan and Momoshiki's Rinnegan. I don't think regular ones can do that.

That isn't true because even free from Madara's control the Kyuubi can still be summoned by Madara

No. The sage had the rinnegan for a lifetime and he had to resort to reverse summoning team 7 and the bijuus out of kaguya's dimension. Besides we don't know if momo's rinnegan is what causes him to go in between dimensions since we've never seen him use it on screen. Another thing is momo uses those pills in order to use chakra, He doesn't naturally have chakra.
