It only has that potential if the user can also perfectly control all 5 basic elements, and if I remember correctly the only people we've seen so far who are capable of that are rikudo powered characters and hiruzen :bdpf:
Besides, TSB is classified as a kekkei genkai, which means that even if you can use the required elements it doesn't neccesarily mean you can use it.
