I was thinking. If the sea negates df user abilities and seastone cuffs do the same, what would happen if someone wearing seastone jumped into the ocean? It would be cool if the seastone negated the df so the user could swim in water without being drained. I'm assuming no df user has ever tried this and it would be cool to see it happen.

Water doesn't negate DF abilities. Luffy could still stretch underwater. It just drains their strength. Seastone completely suppresses DF abilities like BB's black hole fruit. They are still DF users, just can't use their abilities so I think they will still sink.

A hammer in the sea water will still be a hammer with or without seastone handcuffs in the sea water.
