Question: Is the sky blue?

No, it's just the refraction of light through the Atmosphere that makes the sky appear blue.

Or, alternatively:
No. The Sky cannot be said to exist, as there is no single part of the atmosphere that comprised a "Sky" Where earth ends and space begins. And if something doesn't exist, it can't be blue.

Depends on the time of day, during twilight time it certainly isn't blue.
