Tobi has the best taijutsu in Akatsuki.
Bro, Tobi only ever phased through things. Hardly counts as Taijutsu (and yes, I do make a distinct difference between "Tobi" and "Obito")
Itachi or Kakazu has the best taijutsu in the akatsuki
Itachi could use Taijutsu, but his preference was on Genjutsu. I would agree that Kakuzu probably had the best Taikutsu in the Akatsuki (as we knew them). Kisame was skilled, but he had to rely heavily on Samehada to do significant damage. Pain would be a contender, but I disqualified him since technically "Pain" is Nagato... who's crippled. Also Pain is easily taken down by Taijutsu, so he's not the best equipped for self defense in that manner.
Kakuzu however uses mostly Taijutsu tactics, with the occasional help of his masks. But his hardening jutsu provides a natural self defense in Taijutsu, and his ability to stretch out provides tactics at long and close range. Then add the fact that you have to kill him multiple times to actually kill him, and that he fought Hashirama and lived, Kakuzu has a lot of experience under his belt to qualify as the best Taijutsu user in the Akatsuki.
