Well Jiraiya could replicate Naruto's feat with the rasengan to change the course of his arm, but that depends on knowledge and what level of hell stab the raikage uses, so this isn't a viable way imo.

Well Jiraiya would try using his strongest attack, Chou Oodama Rasengan, on the Raikage. Once he sees that doesn't work he'll start prepping for the genjutsu.

Ma and Pa use Frog Call first to paralyze Raikage, then Jiraiya or a clone goes in with COR. The explosion will blast him away, but Jiraiya will see the Raikage is unharmed so he will know to use the genjutsu. Ma will first summon the toad army to distract the Raikage, plus a barrier toad while Jiraiya makes a Yomi Numa. Jiraiya and the toad sages go inside the barrier toad, which dives into the swamp. They then prepare Frog Song. Once it's ready, Jiraiya summons a big toad beneath them to push them up above the swamp, then they emerge from the barrier toad and Raikage hears the genjutsu. After he's paralyzed, jiraiya will use Yomi Numa to drown him and because he's under the effects of genjutsu the raikage can't use raiton to nullify the earth style swamp.
