Sasuke formed PS and wrapped it around naruto's kyuubi avatar while lacking the v1 cloak. At the time sasuke lacked the ability to absorb chakra so he couldn't have absorbed the cloak into him nor could he have used all of the cloak's chakra to form PS. Because if he did then the susanoo would have deactivated since it is a technique that requires a constant flow of chakra to maintain.

But putting susanoo around Kurama is just shape manipulation,

It is easier to make iso susanoo than a full susanno. Iso is just armour, kyuubi provides the rest.

Ot: I don't think he could accomplish it at that moment with or without naruto's help.

No, Sasuke lost Kurama's Chakra (so did Naruto) when they both got smashed to the ground by Obito in his Jinchuuriki form. So, the argument of him needing Kurama's Chakra to perform Perfect Susanoo seems rather retarded.
