It definitely wouldn't be a tie. Sasuke would probably kill him. He vaporized a Meteor while Naruto's attack created two medium wide, but not deep, craters and several craters from where Toneri hit the ground, but only managed to defeat him. He wasn't knocked out or killed. My post above makes fun of how unorthodox foolishly believes that a punch that didn't kill Toneri or cause serious damage to the Moon itself, is Moon Level+
