Only issue is kamui. Since guy can't hurt the raikage regardless of how fast he is in the 7th gate
Kakashi physically has no chance in evading the raikage nor does he have any precognition feats that let him track and easily warp the raikage here. He's also not starting with kamui off the bat which makes it more likely for raikage to blitz and finish him off

If Kakashi is taken out then raikage tanks guys attacks and then eviscerates him once he runs out of gates

Otherwise, Kakashi warps his head off

Especially when Gai can just use Hirudora to shoot the Raikage towards Kakashi, and then have Kakashi warp him with Kamui then and there, since the only thing he'd have to be able to follow is Hirudora's movement speed.

. And I don't know if Hirudora would have the same effect as FRS did- Hirudora doesn't have the element advantage, and Raikage is more durable when he's alive as opposed to Edo.

He warped the Mazo's arm, thus all he has to do is make a barrier the size of Hirudora's head and it flies right in just like Susanoo Arrows did. Not to mention Hirudora in it's smallest form is only as tall and as wide as a V2 Susanoo, or actually a bit wider and taller.

4th Ay is worse than 3rd Ay for speed.

4th was being kept up with by MS Sasuke, where 3rd was dodging KCM Naruto within inches of his being. His physical reflexes and combat speed show 4th up quite a lot, since the latter was outpaced by KCM Naruto despite being fully clad.

In short, 4th couldn't keep up with KCM Naruto but 3rd could. 3rd has also showed much better offensive and defensive, so what are you trying to achieve by downgrading him?
