Maybe it was less thick than usual so that the Gokage could see Madara's movements, since all the Kage were consecutively attacking him. In a room the mist would be thicker due to not being dispersed in air over a larger area, but concentrated in one confined space. Not too sure about this though.

Yes but Mei hasn't shown that ability

Maybe it's useless for her since if she makes it thicker it becomes a disadvantage to her as well. The only one who has shown the ability of sillent killing with just hearing the oponent is Zabuza

it's the same jutsu so she should be able to. youre right tho no silent killing
