Naruto, no. Sasuke, probably so. Naruto in base yes, but in BSM, BM, KCM or KCSM definitely not

The 3rd databook cover's the start of Part 2 til Volume 43, Sasuke Vs Itachi, over a hundred chapters before COM Naruto Vs the Fourth Raikage.

Yeah, Sasuke was the fastest than, and still is in base.

Do u even know DB includes only base speed and 3rd DB covers only till chap 402

He could easily react to the Raikage, FTG, and BM Naruto's speed even though he was using Rinnegan (Sharingan helps predict movement, not Rinnegan) and had no eyes. If you have reaction speed like that, speed is pretty useless in my opinion.

How is JJ Madara above RG Sasuke, and how is Pre Rikudo Naruto beyond Rinne Tensei Madara and living Madara? Both of them shit on Naruto.
