If you provided the scan before that, Kakashi explained it was a special type of paper that reacts to chakra. If she fought a doton user her paper wouldn't crumble like that.

water is literally no use ITT & kakashis lighning jutsu is insufficient. Konan has superior mobility, versatility & firepower.

konan uses generic paper & controls it w/ neutral chakra or else her latent affinity would destroy her paper - ex. if she is primary fire, her paper would all simultaneously burn away if she tried to manipulate it.

using your logic, Peins water(crab summon) should have destroyed/wilted all her paper, but water jutsu doesn't effect her paper.
