There are lots going around so I'll start....
Monkey D. Dragon followed his father's footsteps and joined Marine/Navy.
Being under the control of WG, Dragon came across a lot of things about WG which were unacceptable. (Eg. Akainu's justice during the marineford arc.)
Dragon was against the Celestial Dragons' behavior towards the humans.
Later on, Roger surrendered to the WG. But the WG announced as if they defeated and captured Roger.
Dragon asked Roger for the reason and also how he still could be feared without surrendering.
Roger's simple answer made Dragon seek the answers he was looking for.
Roger after witnessing how Dragon sees the world asked Dragon whether he knows about the Will of D. And Roger talked about it.
Dragon went against the WG and asked to bail Roger from the death sentence.
After Roger was executed, Dragon resigned from Marine/Navy and decided to Revolt against the WG.
Despite knowing about the dark side of the WG, Garp wanted his grandson to be a Marine so that he could change it from within and be a Hero instead of a Pirate in civilians eyes.
Dragon also wants to know the complete history of the void century which remained incomplete because of lack of time to chat with Roger.
And that's why Dragon is more concerned about Robin being safe more than Luffy's safety. Because Robin is the only person in the whole world who can deliver the truth to the whole world. And he knows Robin will be safe in Luffy's care.
By the way guys, if I'm wrong about it then please correct me, but apart from Garp there's not a single Marine who is a "D".
Also not many of the marines got DF powers apart from the higher ranks. Only selected few were given those fruits. Example: CP 9 excluding Rob Lucci.
If I'm not wrong then Coby will be offered a devil fruit soon.
And all the DF will be only offered after the verification from Dr. Vegapunk. I think Dr. Vegapunk also has D in his name but not known to the WG. At some point, EG will also turn their backs on Vegapunk once he fulfils, unknowingly, some hidden agenda of the WG or the Gorousei Or BB kills Vegapunk for their own purpose.
I don't know whether Vegapunk's location is mentioned or not. If not then I believe he is on Raftel. And Raftel is heavily guarded by the WG.
