No kishimoto comfired metal Lee is rock lees biological child.........so there has to be a mother, it's extremly hinted and I guess kishimoto left it for fans to decide....

She said that because neji isn't weird like lee and guy it had no romantic implications at all if anything she's shown interest in lee as it the last chapter of part 1 tenten is shown staring and smiling in response to lee it even had its own panel showing emphasis on it

Not to mention with Neji dead, TenTen was looking sad at how Lee was handling it, seemed Neji's death was hardest on Lee rather than Tenten.

In any case, Metal Lee's mother is not confirmed. Kishi said he hadn't really decided anything. So it seems it's up to fans, if they want her to be an OC civilian, or Tenten.
