It can but MS alone is weak,Rikudo chakra prevents you from becoming blind.
Kakashi used Kamui many times and as long as hehad Kyubi chakra he transported to another dimension Hachibi without a problem.
If some1 uses PS without Hashirama cells or Rikudo chakra then his eyes will collapse or without Kyuubi's chakra...
Someone with MS alone don't dare to try to summon legged Susanoo(not PS)cuz he'll turn blind...
Some with MS has the potential to summon PS as long as he has a stronger chakra or body so he wont get blind.
Obito having Hashi cells,Kakashi Rikudo chakra,Kakashi Kyuubi chakra.
People cannot summon a Perfect Susanoo version becuase their eyes will get damaged too much.
Hashirama cells(make body stronger and Kyuubi chakra or RSM)these 3 things allow some1 to use MS without getting blind and that's why they can use Susanoo(my opinion).

PS is just the mastery of using Susano'o. Without EMS no one can really get enough experience using Susano'o to be able to master it to the level necessary to manifest PS.
