Ninja rank is just a classification given to shinobi by their higher ups. So If majority says this genin is good enough to be hokage so there ya go. Like military usually you get promoted one rank at a time but there are occasions that soldiers get promoted by more than one rank at a time.

Lol, you don't understand this story good enough. Sasuke didn't Want to become a traditional Hokage, he wanted to be one who protects the village from the shadows, like Itachi, without anyone knowing (with a few exceptions), and that's exactly what he has been doing, hence his mission to save the world which no one knows about.

He succeeded in protecting Konoha, and the world from the shadows, things just went differently then he originally planned.
