Merge? Chances are no. Susanoo is a chakra avatar, or an ethereal guardian created by raw chakra. 2 people, even if they were as close as twins, will have a separate chakra pool, and chakra nature. For these 2 people, they need to merge their chakra before they materialize it into a Susanoo, after that...it simply would not be possible. Once the chakra has taken solid shape, those 2 physical shapes cannot merge with one another completely.
