Sasuke stated Naruto was finally taking this seriously. Naruto said he didnt want to beat sasuke in that state, but it didnt mean that Naruto should just kneel on the ground and suck sasuke off, he still decided to take Sasuke seriously, otherwise that would've meant his life. He would have rather fought sasuke in a different state, thats all. And fine we can't say it was his strongest attack. But it sure took all the nature energy in the surrounding area and a TON of his tailed beast energy, so yea, it was strong as faq.

Naruto used countless Rasengan/Rasenshuriken variants during the War Arc and against Madara and Kaguya. Naruto used probably 2,000 clones against Kaguya while all Sasuke did was use Enton and Amenojikara to put him and Naruto in position to seal Kaguya. Now before you try to counter this, go reread all of the War Arc up until Sasuke and Naruto's final fight. Then tell me who you think used more chakra. If Naruto and Sasuke were both at full power with full chakra then it's painfully obvious that Sasuke would lose.
