Nothing shown that he is potential threat to Luffy now... if he is part of Cp-0 , I believe he isn't the strongest among them.

Nope, Lucci being stronger than Luffy makes absolutely no sense unless he becomes MV again. And Oda isn't about to rehash the same villains over and over just so we can see them get their asses whipped again that's redundant. Luffy is going for Yonkos now, there's no reason for some guy Luffy has already beat to magically get stronger than him.
