Buu isn't universal, he made holes through a dimension which has a unspecified size, therefore the feat is unquantifiable. Dimension sizes range from room-universe, we have no clue how big that dimension was, so therefore that feat doesn't count in terms of energy requirements.

The scan is using a hyperbole.
