It most definitely is 100% Kisame here. Not entirely sure why outside this thread it still says 30% kisame when I changed it. Guess you can't change that.

He will but he can fight on land..just not as good and effective while in water. Unless you're suggesting he'll be more effective with it I see no reason why he can't without WD.
