Except that Sasuke was talking about how violence between the villages is what wouldn't stop while Momoshiki is an outer threat. He blamed the current Kages (war arc ones) for the crimes that happened before at least 3 of the Kages became Kages. He blamed the Bijuus for causing issues too even though they only wanted to be left in peace and it was power hungry people who abused their power.

This is an interesting thread with a lot of well constructed arguments, and it's definitely a subject I think about often. Obviously, the answer to this question is highly subjective, and I don't believe there is a single right answer.
