Base Naruto vs Normal sharingan sasuke would be the stalemate imo. Sasuke can't even perform chidori properly without it.

Base Sasuke destroys, he was matching a cloaked Naruto and dojutsu doesn't play a role in that. The gap between their base selves is far too large.
