He couldnt used Totsuka and Yata as Itachi still possess it. He sure have Itachi's eyes but he didnt have Itachi's susanoo.

That tells you all Sharingan power is stored inside brain and not eyes. . Thats why Madara could used Susanoo without eyes.

Sharingan eyes maybe have secret properties to counter blindness if merge with other Sharingan eyes. IMO
