If this is without sunshin and just foot speed then Gai wins by a long gap.

Minato base speed with no shunshin has the speed of Naruto with v1 of Kurama chakra. And with Shunshin he is like Naruto v2 with Kurama Chakra. So add that to Minato and he is way above Gai speed.

I dont think that Guy has the speed of Naruto in V1.

KCM improves speed it's a fact. He just didn't get a chance to display it since his opponent was Juubito.

He displayed it when he stopped kakashi stabbing obito. Naruto and Sasuke were pretty shocked. Except that feat was nothing he couldnt already do without kcm.

As fast as Ay in rcm is top tier.

With sunshin allowed in a race from point A to point B yes. Sunshin is a jutsu that enhaces speed and movement, nothing else.
Gai is simply better at striking the opponent at high speed.

His Kushina save was much better than that. Yet you think the kakashi interception wasnt possilble, honestly what manga do you read? You saw bees shunshin feat in base when he escaped taka. Yet you struggle to comprehend an inferior feat from a faster opponent.
