Sasuke wins if he fights correctly. If he uses amaterasu for defense and uses Raikage's temper against him he will survive the fight and take him out. If Raikage is angry and pissed hell constantly attack and will ignore any damage inflicted onto him. Sooner or later hes gonna lose his other arm.
