Gai wins with full intel. Considering Kishi has but an emphasis on animals and their enhanced senses, it shouldn't be ignored that he does have a tortoise summon. A particular animal who's sense of smell is extremely developed:

Smell

This is the primary sense that a tortoise uses and is considerably more acute than most owners probably realise. A tortoise relies heavily on "smell" for it's daily activities including finding food, finding a mate, finding appropriate nesting areas, smelling for predators, etc . Infact a tortoise uses smell for everything it does !

I once remember a male Testudo Ibera of mine almost cracking it's shell due to continually "ramming" a stone ornament in the garden, this went on for minutes until it was removed..............It hadn't gone mad, it had just confused the ornament for a real tortoise, because an hour earlier another of my collection had sat next to the statue and had obviously left a scent trail which prompted this territorial behaviour.

If Muu attempts to either make Gai incredibly heavy or use his swords for a swift execution, Ningame should be aware of Muu's approach. Offensively, I don't see why Gai couldn't carry the tortoise with him, at least until Muu's scent is picked up. His technique mentions almost nothing relating to completly erasing his scent, only his physical (and chakra, proven by the manga,) presence. I can see Gai utilizing Ningame to either find Muu, or to make it through the two minute period before he can use Hirudora.
