Deidara was very strong, just a bit crazy. His personality interfered with his ability to fight.

Good Example: He defeated Garra, because he was calm. He learned to counter genjutsu from one battle with Itachi Etc..

Bad Example: He often became over-confident, he allowed himself to get infatuated by others and his emotions conflicted with his ability to think rationally, which reduced his effectiveness in battle.

Put Shikamaru's brain into Deidara, and you have an unstoppable force.
