No it's just what happens when you fight stronger opponents. Consider it like the rasengan. It can't take down big bosses but you can enhance it. For instance Sasuke's Amaterasu Chidori.

That fire burn 7 days and 7 nights. Only on the last day(day 7) the fire able to kill the victim. We saw in manga majority of Ama fire got extinguished before it reach day 7. Thats why many weak ass survived. The fire unable to fulfill its rule

I see your point, but all the scenes in your quote were somewhat redeemed except of course the Obito's massacre.
I guess Kishi just wanted to keep Sasuke pure in a way.
