I thought Kishi forgot to give it to him? I don't think him having it will narrow differences, Neji and Hinata still maintained their individual differences and strengths as characters without one over looking the other despite both having byakugan, same for all Uchiha characters that wield sharingan. I think how Himi will stand out will mostly come from character development. Bolt possessing Byakugan would be nice to see though.
