You have to use your brain to spam shadow clones and take your opponent out whereas the bracelet practically does everything for you so Bolt's device is considered cheating.

Boruto used a scroll with the jutsu already in it Naruto has to make the hand sign and use chakra.

Naruto having the nine tails isn't cheating either as the things sealed in him he doesn't have a choice, and its the same principle as kiba using akamaru (which was more cheating then naruto as you're fighting two people then)

Chuunin exam is a test to gauge your own chakra and abilities. A device doesn't reflect that so yes using a device is cheating

are you serious lol? lmaoo are you serious? Spam shadow clones, caught your enemy off guards with your shadow clones, then lanuch a surprise rasengan attack. How is that using your brain? The enemy will have to struggle with that.


A skilled enemy won't have to struggle against somebody who use a device. Because it is still one on one most of the time.

With Bolt, all he had to is use the scroll device. He may be able to use the clones skillfully, but that has nothing to do with using the scroll device.

With Naruto, even if he uses kurama chakra, he still must be able to skillfully control the chakra and perform the clone jutsu.

I'm not talking about the clones, but he device.

With Bolt, all he had to is use the scroll device. He may be able to use the clones skillfully, but that has nothing to do with using the scroll device.

With Naruto, even if he uses kurama chakra, he still must be able to skillfully control the chakra and perform the clone jutsu. IE: When Naruto fought Neji and he blocked Naruto's chakra path, if Naruto wouldn't learned how to control kurama's chakra the battle would have been over.

Place Bolt in that situation and it wouldn't have made a different because he still would have been able to use the scroll device. All he is doing is releasing the jutsu that has been placed in the scroll device.
