Konohamaru did it by accident. He was demonstrating to his team the jutsu bracelet, and fired a rasengan and it hit a house.

It's why Naruto is angry with Konohamaru during the office scene. They caused damage subduing the panda, wrecked a house with a rasengan, and Naruto take issue with how Konohamaru is training/what Konohamaru is teaching his son.

I think Kakashi was responsible for this one. Since Konohamaru was standing next to Kakashi and Shikamaru during Naruto inauguration.

So far, Konohmaru appears weaker than Asuma. Nowhere neat young Hiruzen and Danzo's level when they were Tobirama's students.

That was perhaps an ironical satire and was intended as comic relief. What supports it is that it makes no sense as to how Konohamaru cannot defeat a Panda because of his fear. It was never intended to be taken seriously.

I think that one is a baby panda and the one in the end is the mother, not sure though.
