Edo Tensei "tissue" regeneration

At the start of war, it was mentioned that reanimated ninja are able to regenerate "tissue" after taking damage. Why is this not the case with the reanimated Hokage, like Minato and Tobirama? Shouldn't their arms have regenerated by now?

they touched the black ball and Kishi nerfed them so they wouldnt finish the war too fast

Gudōdamas have Omnyoudon which erases normal ninjutsu. Edo Tensei shinobi are the ninjutsu, so therefore what gets erased is gone forever.

Tobirama didn't get hit by Omyoudon though, so his arm regenerated.
