Actually naruto can easily learn both of these jutsus.

Naruto already displayed COAT twice times during kaguya arc.So there is no point in learning a jutsu which you have learnt again.

Naruto is portrayed as a perfect form of minato in every possible way.
Naruto learnt Rasengan which minato created
Naruto complete Minato's Rasengan into the form of FRS
Naruto learnt SM which Minato learnt

so there is highly possible that naruto may have learnt FTG already but it hasn't shown or naruto may learn it in future.

Are you saying the creation of Kakashi's eye wasn't COAT? I would agree he doesn't have or hasn't shown the ability to use FTG but that was definitely COAT in kaguya arc.
