I personally say Sasuke because .. it's black chidori. It's usually always a tie when Sasuke uses chidori by itself. Yes,

I'm aware Naruto has one tails sealing jutsu but that's if it hits a body and the sage senjutsu.
I'm also aware that Sasuke has sage senjutsu chakra on his chidori, but lightning itself paralyzes.

Why did I mention the things that these things?

Because as you can see Sasuke and Naruto didn't really hit him for damage, but only palatalization, thus if Madara dodged these two and Sasuke and Naruto clashed for that instant who would win?
