Last time we checked Zetsu's arm (which is essentially what Naruto has) wasnt anywhere near 1% Hashi. So yes, 6 paths arms > 1% Hashi arm.

Sasuke using his power which includes 2 power eye jutsu and everything he can do with that, IE: bijuu susanoo, is equal to Naruto using all his power. It was never stated that Sasuke couldn't using his power to take the tail beast chakra. Whether you like it or not that is still part of his power so there is no reason to restrict that power.

Sasuke uses eye power and and Naruto uses body power.

Sasuke + eye power = Naruto + body power.
