what is the difference between a kekei mora rinnega and a kekei genkai rinnegan?

I think they are the same. Basically Madara and Sasuke rinnegan came from Hagoromo's Kekkei Mora chakra(Bloodline encompassing). Dont trust wiki or DB.

So with rikudou chakra mangekyo sharinagn, the user can produce Perfect Susanoo without having to evolve to the next stage where as a basic uchiha chakra mangekyo sharingan cannot produce Perfect susanoo and is only sustainable to its limitations.

Hagromoo who has a kekkai mora with his average looking rinnegan can most likely use techniques that are similar to kaguya's kekkai mora abilities. Like summoning people from the pure land without any repercussions such as death.

I'm speculating a bit but i'm putting two and two together to get four.

The Byakugan is not a Juubi power. It belongs to all Otsutsukis whether they have chakra or not. It's not limited to Kaguya's descendants. And Tenseigan is basically a derived power from Byakugan. So that's why no Kekkai Mora title for them.

I'm pretty sure it's just that if one gets Hagoromo's chakra they can awaken the Rinnegan, but if one were to get Madara's or Sasuke's, they would not. But, nothing has ever been elaborated on, so that's purely speculation on my part.
