Shippuden Kakashi is hella strong, He can one-shot nearly anyone with his Mangekyo Sharingan prowess, Kamui is just too hax even with "only" the left eye mastery; his base skills are some of the best in the series, he is a great speedster and a master of CQC who can freely wield Raiton and add Sharingan precognition and genjutsu and his top notch tricks and feints, not to mention his unrivalled battle smartness and his general ninjutsu versatilty and skill; his general portrayal is clearly the one of the key-players in the War Arc. Far better than any of the Gokage and any Akatsuki member bar Nagato/Pain, Obito and Itachi, able to defeat Itachi and even Pain with his War Arc feats, able to fight equally against Obito, even outperforming him. War Arc Kakashi with 1 Sharingan/MS is one of the strongest character in the series, no contest, on par if not even better than people like Minato, Tobirama, Nagato and so on, as clearly showed by feats and supported by portrayal.

I actually think that DMS Kakashi is definitely above Juubi jinchuriki Madara. From both a portrayal and feats argument; especially if we talk about their feats. By portrayal, he directly outperformed a stronger being than Madara (countering and stopping her giant form thanks to Perfect Susanoo and Kamui Shuriken, avoding her attacks thanks to Kamui phasing, hitting her 1 vs 1 thanks to Kamui Raikiri hax + Rikudo enhanced speed and shitting on her S/T jutsu thanks to long range Kamui) in Kaguya, with Rikudo Sennin acknowledging him as the most important for Kaguya's defeat. In a single chapter he could do better than Naruto and Sasuke together could in all the time before, he effectively changed the battle with his actions. Naruto and Sasuke together were implied to be at the very least on par with Madara, and effectively able to fight him more than on par, I'd say.
By feats. DMS Kakashi can avoid Mugen Tsukuyomi by teleporting in the other dimension with Kamui. He can shit on Linbo: he can camp in Perfect Susanoo, therefore having a constant defence, and fight by long range spamming Kamui Shuriken, with either Kamui Shuriken being able to create a giant warp that closes instantly and covers an area as big as the Perfect Susanoo himself, and with them being spammable and at least four at once, it's a big problem for Madara; as they are made by Kakashi adding Kamui's power to Susanoo, Kakashi can likely create a Kamui Sword too, so Kakashi's Perfect Susanoo > Madara's Perfect Susanoo, definitely. We know that Rinnegan Sasuke could easily react to Linbo, more than once, and counter it/defend from it, more than once; the same Rinnegan Sasuke was blitzed by Kaguya's S/T (with Naruto being nearly blitzed too, and he also could dodge Linbo, even when he fought in his weaker form). The same S/T that Kakashi easily reacted to, and outspeeded in execution with his long range version of Kamui. Naruto dodged Linbo in his base forms, easily, while in Rikudo Senjutsu Mode he barely dodged Kaguya's S/T, that Kakashi outspeeded with long range Kamui. So if Madara thinks he can one-shot with Linbo, Kakashi will always one-shot faster with Kamui, warping his head or the full body off before he can react; that should kill Madara, imprisoning him in the other dimension anyway counts as a win since after the fight he can't free himself while Kakashi can do whatever he pleases.
Moreso: Linbo doesn't work after a certain distance and after a certain time, so Kakashi can camp away, then teleport behind Madara with Kamui at maximized speed (having both eyes with perfect mastery and also Rikudo chakra enhancing their powers) and then blitz him with Kamui Raikiri; Kaguya has faster reflexes and physical speed than Madara and a S/T jutsu and couldn't dodge Kakashi's quick thrust (phasing means nothing, phasing or not she could have simply side-stepped if she could), she didn't react until he pierced her, Zetsu couldn't react too; so Madara won't. Also Kaguya, while in a stronger form, couldn't dodge Kakashi, as shown, while she, in a weaker form, could dodge Sasuke, the same Sasuke that could at very least trouble Madara. If it doesn't kill him (cutting his head off should suffice; but you know, Madara claims to be immortal), he warps his body in the other dimension in an istant, and he is damned to stay there forever, thus Kakashi wins.
Kakashi also nullifies Gudodama with Rikudo chakra added to his ninjutsu, or simply warps them with Kamui or bypasses with phasing. Kakashi is also physically faster and can teleport everywhere he wants, in the real world or between the two dimensions (Kamui world and real world) as he wishes, gaining a giant advantage in mobility and tactics; something a genius fighter like him could definitely take advantage of. Kamui phasing and teleporting also let him survive Madara's multiple Chibaku Tensei, or Shin Jukai Kotan, with ease. Not to mention everything Madara does, Kakashi can basically outspeed with Kamui, in offense and in defense, this even while being in Perfect Susanoo and making a strategy with his superior intellect.

Also. I know from a portrayal and story purpose vision, Naruto and Sasuke should have surpassed their master Kakashi. But based on feats, they don't: they fought Kaguya for quite a while without real good results, while Kakashi literally changed the battle against a stronger version of Kaguya, with his actions and his strategy; he could stop her giant form thanks to Perfect Susanoo and Kamui Shuriken, dodge her thanks to Kamui phasing, hit her directly thanks to Kamui Raikiri hax + Rikudo enhanced speed and outperform her S/T jutsu thanks to long range Kamui. Sasuke couldn't do anything to stop Kaguya's S/T and couldn't hit her with a surprise attack with Rinnegan S/T followed by Chidori, his Perfect Susanoo was also helpless in the fight: Kakashi shitted on Kaguya's S/T with his reflexes and his perfect execution on Kamui (saving Naruto's life and making the sealing combo possible), could hit her with a quick thrust thanks to more hax and more speed, effectively damaging her in a 1 vs 1, and his Perfect Susanoo was really useful, countering Kaguya's giant form and helping with mobility, and even launching Sakura from above to hit Kaguya. Naruto did decently well but all of his raw power is useless against Kamui.
Basically Naruto and Sasuke have far more raw power but Kakashi has too more hax with all Kamui powers amped by Rikudo chakra, and also is a genius fighter, while their intellect, even if good, can't compare; all their power is useless if they can't hit him, due to top notch reflexes + Kamui phasing and Kamui teleporting (at maximizes speed, having both eyes) and can't defend from him (long range Kamui's execution has feats to be faster than Naruto's speed and faster than Kaguya's S/T that blitzed Sasuke; Kamui Raikiri couldn't be dodged by Kaguya herself). Kakashi dodged Kaguya's attacks and hit her, actually, he blitzed her, 1 vs 1. His long range Kamui negged Kaguya's S/T (the one that blitzed Rikudo Sasuke and nearly blitzed Rikudo Naruto) in both speed and efficacy.

DMS Rikudo Kakashi vs 8th Gate Gai it's a close call, but Kamui phasing is too much an advantage for Kakashi.
Strongest version of Kaguya (the one that Kakashi fought and outperformed) > Kaguya > Full power Madara > Madara not at full power > Obito. Obito is far weaker than Kaguya, or, better said, less stronger than she is. DMS Kakashi vs Juubi jinchuuriki Obito: the first has a defense that the second can't beat, an offense he can't counter, a mobility he can't stop, a cleverness he can't challenge. He stomps him in seconds, with Kamui teleporting followed by Kamui Raikiri or long range Kamui on his heads, just to say. Kakashi dodges everything Obito dishes on him with Kamui phasing, physical speed or Kamui teleporting (at maximized speed having both eyes) or tanks with Rikudo enhanced Perfect Susanoo. Gudodama are warped with Kamui or nullified with Rikudo chakra. Obito can't evade or defend from Kamui Raikiri and long range Kamui. His head gets warped or cut away, and that should be enough to kill him. And very quickly.
Toneri is powerful, probably Juubi jinchuriki Obito level, but it was defeated without much trouble by Naruto. He has enough raw power to cut the moon in half but as powerful as he can be Kakashi would still dodge/survive it easily thanks to Kamui phasing. And oneshot him with long range Kamui (that has proved to be faster than Kaguya's S/T that blitzed Rikudo Sasuke and nearly blitzed Rikudo Naruto) or with Kamui Raikiri (that Kaguya couldn't dodge or counter or defend from). Toneri's Gudodama are useless against DMS Kakashi's Kamui and Rikudo enhanced Susanoo too. Momoshiki is very powerful, but I don't really see him threatening for DMS Kakashi.

DMS Rikudo Kakashi is simply astonishing. He managed to hold his own very well against the strongest version of the strongest character in the manga, he alone outperformed Rikudo powered Naruto + Rikudo powered Sasuke. He has great base skills and mastery of the ninja arts, godly enhanced thanks to the power of Rikudo chakra, especially his speed, not to mention all his jutsu, and his unrivalled battle tactical abilities together with his fast thinking, reacting and acting, make him basically unbeatable in combo with his perfect usage of all the offensive, defensive and supplementary powers granted by the complete Kamui. Definitely more impressive of any other God Tier character bar Rikudo Sennin and Kaguya. Be Juudara, Rikudo Naruto, Rinnegan Sasuke, 8th Gate Gai, Juubito, Toneri or Momoshiki, with his feats he surpasses their level.
