The bigger threat is all the other Otsutsuki out there that might try to come the earth to steal (something I forgot (maybe the fruit or elixir of life or something ))

Anyway Kaguya made the Zetsu army to help her protect it against Ootsutsuki invaders. (I think it was Sam or Bond that made a thread on it, but u would need to read the novel to get a better picture)

It is a generic enough threat that if WSJ/SP/Kishi decide to do another mini-series and movie, there is existing canon material to support it.
