First off at the time, it was BM Naruto not KCM.
Next, I honestly believe that she was not on their level at the time, because she honestly hasn't shown any speed feats that would suggest that she could even hit them, but that is to be expected since combat is not her specialty, her specialty is being support as a combat medic, she flourishes better as a member of a squad not a solo fighter.
Her main combat style is utilizing Sakura Strike to knock down several enemies at once or to destroy the enemy's foundation, thus creating an opening, therefore she never really had to focus on speed since her AoE makes up for it. But that doesn't matter since with her speed, Naruto and Sasuke would both be able to get out of her range before the fist even makes contact with the ground, and can close the distance right after, or simply keep their distance with long range moves... For Naruto it would honestly be Biju Bomb Spam it FRS Spam as usual
And with Sasuke it would simply be Susano'o arrow spam or Enton Arrow shots

Yes thats my list if u can read i obv said thats my opinion just like you saying sakura is the strongest thinking its a fact. I definitely pick karui since she send her flying to the ground. Just like shaz mentioned sakura seems to be the strongest in your dreams cuz shes the heroine and has more screen time obv she has more feats displayed but her feats are nothing but punching rocks sakura fails as a heroine . One of the fodders i mentioned send sakura flying on the ground though stay salty
