Couple of things, it wasn't MADE for Neji Lee intended to use it on Neji there's a difference. Secondly, you're comparing the speed of middle of part 1 Lee to established Jounin like Gai, Kakashi and Gekko of course they're faster than him with no gates then. Lee with no gates at part 2 is probably close to or = that speed.

If he did notice Itachi, why didn't he avenge or make a little effort to? Instead he says "I hate sweats". Which ironically is what he was looking at. Besides, Kakashi was waiting for him at a Dango Shop. For what reason? To eat obviously.

That's false equavalency, you are comparing a 13 year old genin kid to jounins in late twenties. Of course they are faster than him in his base, the genins were praised accordingly to their ages and experiences. Healthy amateur adults can run faster than 13 y/o pro runners irl.

I hear you but Lee had more growth potential seeing as he was at the foundation of his training more or less at that point.
