Hypothetically- Madara, as he can utilize PS with Mokuton Bunshin, he should be able to easily produce five or more PS clones.


-Madara has the Juubi's chakra to bolster his techniques, a portion of Hagaromo's pure chakra, Shinju (immortality), Rikudo's Senjutsu and mastery of his Rinnegan.

-Sasuke has Hagaromo's pure chakra directly from the source, Rinnegan mastery and over a decade of growth, therefore chakra potency and abilities also became stronger.

Can go either way, I lean toward Madara as he has immortality from absorption of the Shinju.
