He can teleport Gaara if the sand acts as a medium (canon evidence), I am 99% sure he can't teleport using the sand as a medium though.

He should be able to seeing as the sand contains and is controlled by garra's chakra. That's medium enough. And if the sand is physically touching garra that's a direct link.
